Ministry of Culture License

Work related to cultural heritage sites may only be performed by companies licensed by the Ministry of Culture of the Russian Federation. The licensing procedure is aimed at confirming competence and professionalism in areas such as:

On this basis is a Ministry of Culture license issued?

The primary legal regulation under which a Ministry of Culture license is issued is Federal Law No. 73 of the Russian Federation. This law was adopted in June 2002. The following regulatory legal acts must also be considered when licensing activities: RF Government Resolution No. 349 of 2012; rf Government Resolution No. 1262 of October 2017;

  • Types of Work Requiring a License
  • In accordance with current legislation, a license from the Ministry of Culture is required for all types of work related to important historical sites (cultural heritage items, including buildings and other elements). In particular, a license is required for the preparation of design documents related to processes such as restoration, adaptation, and others.

A license from the Ministry of Culture is also required for restoration/reconstruction or conservation work on both the sites themselves and various elements, namely:

fences;

strut systems;

  • masonry and foundation elements of buildings/structures;
  • window units;
  • various metal parts and structures;
  • wooden art objects;
  • decorative and artistic painting;
  • restoration of historical plaster finishes;
  • various types of architectural decor (stucco);
  • sculptures;
  • monumental or easel painting;
  • structures and details made of natural or artificial stone;
  • historical heritage landscapes;
  • park and garden art;
  • and others.
  • What special features of the procedure should you be aware of?
  • To obtain a license from the Ministry of Culture, a company must provide a full set of documentation, including quality certificates and documents for the equipment used, and also pass inspection by independent experts. Confirmation of the experience/qualifications of the personnel who will be involved in the restoration of historical heritage sites will also be required.

Requirements for companies of the Ministry of Culture for obtaining licenses depend on the features and specifics of the upcoming work. Based on the results, information about the issuance of the document is entered into the Register of Licenses of the Ministry of Culture.

scans of OGRN/TIN certificates;

  • excerpts from the Unified State Register of Individual Entrepreneurs/Unified State Register of Legal Entities;
  • mandatory permits, in particular – certificates and documentation for the equipment used;
  • information about employees – their work records and diplomas, confirmation of work experience of at least 5 years;
  • if available, certificates according to ISO standards confirming the implementation and use of QMS principles in the field of labor protection, environmental management, etc.;

  • Stages of registration
  • Obtaining a license from the Ministry of Culture consists of several stages – from concluding a cooperation agreement to receiving the license in hand by the applicant.

The Center’s specialists will check the provided documentation and analyze the available data, after which they will generate a complete package of documentation for transfer to the Ministry of Culture.

After this, based on the results of data analysis by specialists of the Ministry of Culture, the license may not be issued (with an indication of the reason) or registered, after which it will be issued to the applicant.

The cost of obtaining a license from the Ministry of Culture to conduct regulated activities depends on many factors. In particular, the following are taken into account:
